How is speaking fluency measured in the Speaking section?

Speaking fluency is primarily assessed by the natural flow and pace of speech. This means how smoothly and effortlessly a speaker can produce their spoken language. Fluency is characterized by the ability to speak without excessive hesitation or interruption, allowing ideas to be communicated clearly and effectively.

When measuring speaking fluency, evaluators pay attention to how well a speaker maintains a rhythm in their speech, how quickly they can express their thoughts, and whether they can convey their message without frequent pauses that disrupt the communication. A fluent speaker can manage their speech without searching for words too often or excessively repeating phrases, which indicates a higher level of comfort and mastery over the language.

Other aspects, while important, do not specifically measure fluency in the same way. For instance, the number of vocabulary words used might showcase a speaker's lexical resource but doesn't reflect the fluidity of their speech. Similarly, the length of the spoken response can differ regardless of fluency; longer responses can still be disfluent if the speaker struggles. Clarity of pronunciation indicates how well words are articulated but does not capture the overall flow and pace of the conversation, which is central to evaluating fluency.
